COP31 in Antalya places renewed emphasis on implementation. With the second Global Stocktake (GST2) approaching, expectations are rising for credible, visible evidence of delivery, including from the voluntary action that complements consensus-based negotiations.

The Global Climate Action Agenda (GCAA), renewed under the COP30 Presidency, provides the framework for this second tier of multilateralism through its six axes, Activation Groups, Plans to Accelerate Solutions and the Granary. Within it, national governments play a distinctive role as co chairs, conveners and champions of international coalitions and cooperative initiatives, translating shared commitments into domestic policy, investment and measurable progress toward the goals of the Paris Agreement.

COP31 offers an opportunity to turn “coalitions of the willing” into “coalitions of the doing.” As the Global Climate Action Agenda (GCAA) advances implementation across sectors, government-led coalitions must move beyond announcements to demonstrate measurable progress. Bringing together leaders working on energy, forests, and clean air, this event will spotlight what existing initiatives are delivering, where gaps and barriers remain, and how political leadership, cooperation and accountability can accelerate and scale up action ahead of the second Global Stocktake.
